In radiography, does the term penetration relate to radiation that is just able to penetrate into a material such as bone, or does it relate to radiation that is able to penetrate all the way through the material/bone and out the other side?

Penetration is by definition is "the ability to make way into or through something". So the answer is both.

An unstoppable force and an immovable object can not exist in the same world. If you have enough energy you can pass through a given object. If you do not have enough energy, the energy will be absorbed(transferred) at some given thickness.
