has anyone ever attended or heard anything about this school? They offer programs in general, echo, and vascular.

Don't know anything about them personally, but ..
The Commission on Accreditation of Allied Health Education Programs (CAAHEP) website indicates that Southeast Technical Institute is the only accredited diagnostic ultrasound program in SD.
I know you're looking for more than that, but it's a start.
