I believe what you are describing is the locking mechanism that only allows the use of fluoro when the beam is fully directed toward the image intensifier. This is used to avoid unnecessary exposure that is not part of the diagnostic image.
It is the switch you must press down when the radiologist looks at you and says, "hey, its not working".
